Response

Guidance issued by the Information Commissioner’s Office on their website states: “You should carefully consider any harm a disclosure may cause where the revealed information has the potential to be combined with other related information already in the public domain. This is referred to as the ‘mosaic’ or ‘jigsaw’ effect. It means that on its own the requested information might not be harmful. However, if disclosed, it could be pieced together with other information already known, thereby increasing the likelihood of prejudice.”

Therefore, whilst we can confirm that relevant information is held by West Midlands Police and we are providing the tables below, in some offence/nationality combinations, the number of charged individuals is fewer than five (<5). To avoid potential identification from the ‘mosaic’ or ‘jigsaw’ effect as described above, we must apply small-number suppression. Under Section 40(2) of the FOIA, personal data must be protected where its disclosure would breach data protection principles. Consequently, any further breakdown is exempt by virtue of Section 40(2) - Personal Information. Details of this exemption can be found on the college of policing website
